Background:
The applicant, Dean Willbanks had requested the abandonment of several public easements within the Deer Haven Ranches, near Kansas Settlement Road. Mr. Willbanks plans to develop the land into an organic farm and would like to be able to access as much of the property as possible. Upon review, the Highway department had concerns over connectivity and access for privately owned parcels as well as lands held in trust by the State Land Department. Sulphur Springs Valley Electric Co-Op also had concerns over the proposed abandonment. Mr. Willbanks has amended his request to only abandon two 30-foot-wide public easements, known as Caribou Lane, where they intersect his two parcels.
The applicant contacted neighboring parcel owners and local utilities. There were no objections to the amended abandonment. Mr. Willbanks and Clarence Kendall, owner of parcel to the north of the abandonment have made a separate fencing agreement.
The County Transportation Planner has no objections to the amended abandonment.
All fees associated with this application have been paid.
