Approve the acceptance of a donation to the Cochise County Sheriff's office in the amount o f $956,420 from the Howard G. Buffet (HGB) Foundation in support of the Financial Crimes Unit for an additional two years.

Background:

2015, HGB foundation donated 1,043,747.97 to fully fund the Sheriff's Office newly created Financial Crimes Investigations Unit for three years. The BOS approved the acceptance of the funding and in January 2016 the FCU was initiated. The FCU has been quite successful and thus far exceeds initial expectations. Due to the volume of work and complexity of investigations performed, the HGB foundation has graciously offered to fully fund  the unit of an additional for two years.     

These funds are sufficient to pay two years of salary, ERE, health, and all annual operating expenses in full for three investigators. Additionally, funds cover all necessary capital expenses. 
Annual operating expense:  wages, ERE, health, O.T., vehicle operation, training/certifications 
Capital expenses: vehicles/Fleet
Year One - $433,764 (operating expenses)
                    $41,106 (capital expenses)
                  $474,870

Year Two - $440,444 (operating expenses)
                    $41,106 (capital expenses)
                  $481,550

Total - $956,420

Person(s) employed with these funds will be informed and acknowledge with their signature employment is contingent on availability of grant funds, and should those funds no longer be available employment with Cochise County may be discontinued.  

Department's Next Steps (if approved):

If approved, CCSO will initiate the process to hire a special investigator having extensive experience, knowledge, and training in investigating financial crimes and money laundering.  

Impact of NOT Approving/Alternatives:

If not approved, the current FCU investigators will continue performing investigations with the resources and time limitations they currently have.  Unless another funding source is identified FCU will, most likely, cease operations when their current funding is depleted.

Upon approval of the board, deposit check in the amount of $956,420 in County bank account.
