Approve a license agreement between Cochise County and the City of Bisbee authorizing the City exclusive use of the County's property located at 915 S. Tovreaville Road in Bisbee for a period of not less than 25 years.

Background:

In 2014 juvenile probation employees vacated all offices at the Tovreaville Road facility and moved to other county property in Bisbee and Sierra Vista.  Since that time, no County employees have occupied office in the main building and large mobile units on the property.  The Sheriff’s Office has a small mobile unit at the site to facilitate video visitation with jail inmates.  The Sheriff’s Office has also used vacant buildings at the site for training exercises.  There are no full-time County services offered at this location and the County has no foreseeable plans to utilize the facilities for County services.  In licensing the building to the City, the County would save approximately $15,000 per year in utility and maintenance expenses at the site.  The Sheriff’s visitation unit would be relocated to Melody Lane or another suitable County office location.

Department's Next Steps (if approved):

If the agreement is approved by the Board, County Administration and the Facilities Department will work with the Sheriff’s Office to arrange relocation of the visitation unit and will ensure the buildings are prepped for transfer of occupancy rights to the City.  

Impact of NOT Approving/Alternatives:

If not approved County will have to consider auctioning the property as it has no foreseeable use for County services.
