Adopt Resolution 19-06 to approve the Vote Centers for the 2020 Presidential Preference, Primary and General Elections as listed on the attached Exhibit; and authorize the Elections Director to make substitutions as necessary prior to each election, in the event that a Vote Center replacement needs to be made in accordance with A.R.S. 16-411.

Background:

Pursuant to A.R.S. 16-411, the Board must designate polling places prior to an election.  That Statute also allows for the Board to authorize the Elections Director to make substitutions as necessary prior to each election in the event a Vote Center replacement needs to be made in accordance with A.R.S. 16-411.
The Board authorized the use of Vote Centers on August 25, 2015 after extensive research was conducted to determine appropriate facilities for housing the Centers strategically located throughout the County.  The Board held a work session on February 12, 2019 to determine voter turnout and usage of the 17 existing Vote Centers based on the two 2018 elections held at each Center. 
Staff is requesting, based on that discussion, and further research, that we maintain the same 17 Vote Centers that were used in the 2018 election cycle.

 

Department's Next Steps (if approved):

Move forward with the Vote Center facility use agreements (already approved by County Attorney Elda Orduno), complete mandatory ADA compliance certification of each facility, perform public outreach, and conduct the three scheduled 2020 statewide elections.

Impact of NOT Approving/Alternatives:

The County would need to find other suitable locations and bring them back to the Board for approval.  As locations suitable for this use around the county are limited, we may not be able to find other locations. Not approving this would also mean a delay in securing the facilities we currently use as they are popular public meeting places that book up a year in advance.
