Approve the over-the-counter sale of tax deed properties from the Special Meeting auction held on March 5, 2019 as set forth in attached Exhibit A, plus related administrative fees.

Background:

Mr. Owen has bid on all the remaining parcels (115 in total). The bid and associated payments have been received by BOS office staff for the parcels listed on the report totaling $13,400 ($10,525 for the bids and $2,875 administrative fees). Mr. Owen has bid lower than the minimum bid, which for all the parcels would total $119,480.

Mr. Owen did note that his reason for a lower than the minimum bid for all parcels was due to the remote location of the parcels; lack of utilities in the surrounding area; lack of access; and lack of amenities. He also notes that it will be costly to provide utilities and roads for these parcels and he is assuming all risk related to their purchase and understands that they are as-is with no refund.

Other bidders have shown interest and staff recommends opening up these parcels for counter offers.

Mr. Stotts counter offered on 10 out of the 115 parcels Mr. Owens originally bid on and exceeded his original offers. 

The bids and associated payments have been received by BOS office staff for the parcels listed on the report totaling $11,560 ($11,410 for the bids and $150 administrative fees). 

Department's Next Steps (if approved):

Deposit check and provide Sold Parcels list to County Treasurer; when funds clear, issue & record deeds.

Impact of NOT Approving/Alternatives:

Properties will not be sold and will not be put back on the County's tax roll.
