Approve the purchase of two (2) 3,750 gallon water tank systems from United Truck & Equipment for Heavy Fleet Management in the amount of $73,231.
Background:
In February of 2011, approval was received to purchase two (2) water trucks for the Heavy Fleet Management Department. The most cost effective method for purchasing water trucks is to purchase the cab and chassis separate from the water tank systems and have the awarded vendor for the cab and chassis contract to install/fit-up the water tanks. The cab and chassis were purchased off a cooperative contract in lieu of a formal competitive bid which was determined to be the best price after obtaining comparison pricing from other vendor’s. Quotes were obtained for the water tank systems from three vendor’s as follows:
United Truck & Equipment, Phoenix, AZ $67,000
WADECO Equipment, Waxahachie, TX - $69,600
NIECE Equipment, Del Valle, TX - $71,920
Applicable sales tax is not included for quote comparison purposes.
The trucks have already been delivered to the dealer in Phoenix who will transport them to Phoenix to United Truck & Equipment and back to the Heavy Fleet road yard in Bisbee. The above prices do not reflect the additional cost to transport the trucks to Texas for installation of the water tanks. The cost to transport the trucks from Phoenix to Bisbee are included in the contact price with the vendor we purchased them from.
Because time is of the essence as Highways and Floodplain needs these units as soon as possible, the Procurement & Heavy Fleet Management department is requesting Board of Supervisors approval to waive the formal competitive sealed bid requirements for this purchase which will save approximately 4-6 weeks on delivery time. The quotes obtained are competitive and it is most likely that a formal sealed bid solicitation would not result in better pricing, considering the trucks have been delivered to Phoenix from the factory.

Impact of NOT Approving/Alternatives:
Procurement would be required to do a formal competitive sealed bid solicitation resulting in a delay in delivery of 4-6 weeks. Since the trucks are already in Phoenix, a formal competitive bid process might seem unfair to vendors outside of Arizona because of the cost to transport the trucks to their facility for fit-up of the water tanks and back to Bisbee.
