Approve the award of Contract 20-24-BOS-03 to Stantec Consulting Services, Inc. to conduct an eight-month Master Plan Utility Engineering Study for the proposed site of the Douglas, Arizona Port of Entry in the amount of $265,000.02, effective March 10, 2020.

Background:

On April 9, 2019, the County Board of Supervisors (“Board”) adopted resolution 19-09 supporting a two-port solution in Douglas to enhance commercial opportunities related to cross-border trade. The County is invested with local, State and Federal stakeholders, including the General Services Administration (GSA), to build a new commercial port of entry on James Ranch Road. To that end, the County must demonstrate to these stakeholders and the public the return on this building investment. The engineering plan will provide detailed, multi-layer analyses, estimates, and recommendations to expand current City of Douglas water and wastewater services to the proposed Port of Entry, with the potential for ancillary services and growth. In addition, the Board will use the engineering plan to support applications for alternative funding resources for this major project

Staff will coordinate the project with the Vendor and other local government entities.

Impact of NOT Approving/Alternatives:

The Engineering Study demonstrates the County's commitment in making a return on the GSA's investment to build a new port of entry. Without the study, federal stakeholders may question the ability of the local area to capitalize on this economic development opportunity.
