Approve the designation of Mr. Gabriel Lavine, Emergency Management Director, as Applicant Agent for Federal Emergency Management Agency (FEMA) Public Assistance Grant; this supersedes the April 21, 2020 approval.

Background:

The FEMA Public Assistance grant provides reimbursement for certain expenses related to the response of the COVID-19 nationally declared disaster.  The designated applicant agent will submit for reimbursement to FEMA, on behalf of the County.

To note: this very form was approved by the Board, April 21, 2020.  Unfortunately, after much back and forth, during a time of national disaster, bureaucracy prevailed and the Arizona Department of Emergency and Military Affairs (AZDEMA) and the Federal Emergency Management Agency (FEMA) rejected the form because two individuals were listed as Applicant Agents, not one.  For reference: the County chose to list two individuals, purposefully, out of an abundance of caution - due to the projected death-tolls at the time. This new form lists only one individual, Gabriel Lavine, as the applicant agent. 

Authorized Agents will aggregate expense data and submit to AZDEMA for potential reimbursement.  Projected cost recovery of 75% Federal and 15% State, 10% County responsibility.

Department's Next Steps (if approved):

Pursue reimbursement for eligible expenses related to COVID-19 Federal emergency declaration.

Impact of NOT Approving/Alternatives:

If not approved, the County will not be eligible for the FEMA Public Assistance grant reimbursements.
