Approve the proposed amendments to Merit Rule 6: Separation of Service

Background:

: The current Merit Rule 6: Separation of Service is outdated, particularly regarding the layoff process. The proposed revisions primarily pertain to the sections on Reduction in Force and Furlough, however changes were made throughout the document. The Merit Commission reviewed the proposed changes on June 11, 2020. Some members of the Commission were concerned that the 60-day notice of RIF or Furlough would be difficult for the county to administer. Attached is a memo from Elda Orduno, Director of Human Resources, explaining these comments. The Merit Commission discussed the notice for retirement, and ultimately agreed that the notice should be 30 days, instead of the drafted 10. The Merit Commission voted to recommend approval of the proposed amendments to the Board of Supervisors.
