Approve Intergovernmental Agreement (IGA) for Pinal County to Provide Juvenile Detention Services to Cochise County.

Background:

The Board of Supervisors recently approved an IGA with Santa Cruz County to provide Cochise County with juvenile detention services, with 4 beds guaranteed.  There may be times when Cochise has more juveniles to be detained than what is available at the Santa Cruz facility.  Accordingly, we have arranged another IGA with Pinal County, the subject of this agenda item.  Unlike the IGA with Santa Cruz, in which Cochise and Santa Cruz split costs of the facility, the proposed Pinal County IGA calls for a per diem charge.  For calendar year 2021, the charge will be $300/day/juvenile.  Then in 2022 the charge will increase to $347/day/juvenile.  Pinal will hold up to five Cochise County juvenile detainees.  Like the IGA with Santa Cruz, the term of this IGA commences January 1, 2021.

Department's Next Steps (if approved):

The Probation Department should get familiarized with the Pinal facility, personnel and operations.

Impact of NOT Approving/Alternatives:

The County won't have backup in case the Santa Cruz facility is full.

Have the Board Chair sign two originals of the IGA, then send it to Britt Hanson who will email it to his counterpart in Pinal County.
