Approve Contract 21-15-FAC-01 with Pueblo Mechanical and Controls, LLC for the replacement of the Superior Courthouse heating and cooling system at 100 Quality Hill in Bisbee in the amount of $1,480,223.68, and a future Change Order in the amount of $36,335 for a sub-contracted electrical upgrade for the Service Entrance System, effective March 23, 2021.

Background:

The Facilities Management Department would like to proceed with the replacement of the heating and cooling system at the Bisbee Superior Courthouse. The Facilities Department worked with Procurement in issuing this requirement through the formal bidding process.

The Procurement Department issued Invitation for Bid 21-15-FAC-01 on December 22, 2020. The bidding vendor attended a site visit. One vendor submitted a proposal. 

The proposal was reviewed by Facilities and Procurement with the winning bidder being Pueblo Mechanical and Controls LLC. 

Pueblo Mechanical will sub-contract an electrical upgrade for the Service Entrance System for an additional $36,335.00 cost. This additional cost will be billed to Cochise County in the form of a Change Order from Pueblo Mechanical and Controls LLC.

Department's Next Steps (if approved):

Issue contract and purchase order to Pueblo Mechanical and Controls LLC and begin scheduling the work.

Impact of NOT Approving/Alternatives:

The heating and cooling system would not be upgraded, creating further issues with the building's temperature. Piping to the boiler system is at its end of life and can create potential risks. Existing air conditioning coils, air handlers, and chiller are at their end of life.
