Approve Policy Number 2233, Background Screening for all potential new hires.
 

Background:

The Human Resources Department conducts background screenings of some but not all potential new employees after a job offer has been made. Whether to conduct background screenings has generally been based on the position being filled and the perceived risk to the county. However, a clear-cut policy for background screenings does not currently exist.

The Human Resources Department has created a background screening policy for the Board’s consideration. Pursuant to best practice, the new policy requires background screenings for all potential new hires. Cochise County is currently the only county in Arizona that does not conduct background screenings on all potential new hires.

The proposed background screening policy has been reviewed by all appointing authorities. The Cochise County Attorney’s Office has also reviewed it to ensure it complies with federal and state law.
 

Department's Next Steps (if approved):

Advise all appointing authorities and employees of the Board’s approval of the new policy, make the policy accessible to employees and the public via the county website, and implement the policy effective immediately upon the Board’s approval.
 

Impact of NOT Approving/Alternatives:

The Human Resources Department will continue to perform background screenings pursuant to the current practice. A clear-cut policy will not exist to support the county’s background screening process.
