Approve the General Services Agreement between Cochise County and the Humane Society of Southern Arizona for animal sheltering services as set forth in the Fee Schedule in attached Exhibit A, effective August 10, 2021, through August 10, 2023, not to exceed $32,000 per fiscal year.
Background:
On June 8, 2021, the Board approved Resolution 21-10, supporting efforts to negotiate an agreement for County Animal Shelter Services with the Humane Society of Southern Arizona (HSSA). All parties are currently seeking funding for a permanent County shelter on Tovreaville Road that can be operated by HSSA. Until that project is secured, this General Services Agreement allows for HSSA to transport animals from the Douglas animal shelter to the HSSA shelter in Tucson for adoption. This will lower the stress on the Douglas Shelter caused by County animal impounds and reduce the overall euthanasia rates. The funding for this agreement exists within the County Sheriff's office budget.
Department's Next Steps (if approved):
Inform HSSA of approved agreement to begin coordination of transporting animals.
Impact of NOT Approving/Alternatives:
If not approved, the pressure on the Douglas Animal Shelter will continue since the County does not have an alternative location for animals in the southern half of the County.
