Approve Contract No. 22-01-FAC-01, with Marsh Development, Inc., for the remodel of the Recorder’s and Treasurer’s Offices at 1415 W. Melody Lane, in the amount of $334,769.

Background:

Cochise County Treasurer, Catherine Traywick, and Cochise County Recorder, David Stevens, both reached out to the County Administrator and the Facilities Department identifying the need to have the Treasurer’s Office and Recorder’s Office remodeled at the Melody Lane Complex. Following much evaluation, and a series of discussions, the Facilities Department was advised to obtain formal architectural plans for both projects and work with Procurement to advertise this project through the formal bidding process.

The current position of a number of interior walls in the Recorder's Office is not conducive to a functional work environment for the employees. Currently, the customer service areas lend more room to the public than the staff. Staff need more employee work space to accommodate the increases in recorded filings and voter registration needs. Additionally, the area where early voting takes place needs to be relocated so that it is better isolated, more functional, and does not interfere with public members trying to gain access and use the micro film room. 

Currently, the Treasurer's Office customer service representatives are working in confined narrow spaces. Part of this remodel plan will open the front customer service area up, allowing for more space for the employees.  A vault room is planned to provide a more secured area to store sensitive documents. Two sets of office walls will be constructed in an area currently occupied by two employees working in cubicles. Providing these two employees with offices will ensure their ability to maintain any sensitive documentation they handle or sensitive information they may discuss, as well as prevent outside interruptions.

The Procurement Department issued Request for Proposal 22-01-FAC-01 on September 10, 2021. All interested vendors attended a site visit. Two vendors submitted proposals.
 
All proposals were reviewed by Facilities, Procurement, and County Administration with the winning bidder being Marsh Development, Inc. Funds will come from Capital Contingency.
 

Department's Next Steps (if approved):

Issue Contract and Purchase Order to Marsh Development, Inc. and begin scheduling the work.
 

Impact of NOT Approving/Alternatives:

Failure to approve this plan would result in an inability to provide an adequate secure storage room, two offices that have discretionary needs, more space for employees that are working in relatively confined spaces, and an overall continuum of an inefficient workflow environment.
