Approve the American Rescue Plan Act of 2021 (ARPA) Subrecipient Agreement between Cochise County and Chiricahua Community Health Centers (CCHCI), effective October 26, 2021 through December 31, 2024 to establish a psychiatry department at CCHCI, in the amount of $1,592,000, including an immediate payment of $263,400 for program development.

Background:

Cochise County has, to date, received $12 million in American Rescue Plan Act Funds. § 35.6(b)(1)(xviii) of the Treasury Department’s interim final rules identify mental health treatment, substance misuse treatment, and other behavioral health services as acceptable programs for which ARPA funds may be used. Further, Cochise County is authorized to distribute the ARPA funds to sub-recipients. Sub-recipients are required to use ARPA funds to accomplish the purposes of the ARPA. Cochise County has the authority to enter into this Agreement pursuant to the ARPA, and A.R.S. §§ 11-201, and 11-251.

At a work session in July 2021, the Board heard a proposal from Dr. Darlene Melk regarding the expansion of psychiatry services at Chiricahua Community Health Centers (CCHCI). An updated proposal is attached for further details on program goals and outcome measures.

Department's Next Steps (if approved):

Finance to route first payment of ARPA funds to CCHCI and monitor program for Federal reporting standards.

Impact of NOT Approving/Alternatives:

CCHCI does not currently have funding to expand psychiatry services from the ground up. Without this funding, service gaps would not be improved.
