Adopt Resolution 22-10 to obligate $2,240,000 in American Rescue Plan Act (ARPA) funds to the Fire Station Alerting System project, benefiting 34 Fire Station level systems and 2 Dispatch level systems across Cochise County.

Background:

Last October, the Board heard a proposal from representatives of Fry Fire and Sierra Vista Fire on the need for fire station alert upgrades that utilize modern technology to improve emergency response times and communication coordination. The Board provided direction to staff to further develop the proposal to include all fire stations and fire special districts in Cochise County. Further, the Board wanted to ensure that any software purchase would not obligate the County to long-term maintenance and licensing agreements. 

Staff has coordinated with the vendor of the system US Digital Designs to develop quotes for a system that benefits each individual fire station in the County. US Digital Design quote also includes a 5-year warranty, paid in advance. Therefore, each entity will not incur a cost until year 6 of the service. In addition, costs have been determined for IT Network configurations for the system, as well as installation. This total amount for the project installation 

Each station has signed a non-binding Letter of Intent to document that all stations/districts are aware of the costs associated with the system and that ongoing maintenance is the responsibility of the individual parties after the 5-year maintenance agreement included in the initial purchase.

All vendors are part of cooperative contract agreements.

The attached resolution provides BOS approval to obligate American Rescue Plan Act funds to this project. The US Treasury's Final Rule clarifies that recipients may use funds for capital expenditures that support an eligible COVID-19 public health or economic response to include acquisition of emergency response equipment (e.g., emergency response radio systems) (Federal Register/Vol. 87, No. 18/ Thursday, January 27, 2022/ p4354).

Procurement and IT will move forward with purchase and installation based on provided cost quotes.

Impact of NOT Approving/Alternatives:

System will not be installed in stations throughout Cochise County unless entities find an alternative funding source.
