Approve acceptance of donation of $120,000 from the National Criminal Enforcement Association to the Cochise County Sheriff's Office to be used to support the Canine Program.

Background:

The Cochise County Sheriff's Office currently has a K9 program consisting of three dogs and three handlers.  Two are assigned to deputies and the other is in our jail.  Law Enforcement K9 units serve a myriad of missions from drug enforcement to search and rescue to apprehending fleeing subjects. They are also ambassadors of the agency, appearing at special events and public relations purposes. They take down criminals and break down barriers between law enforcement and the public.

We were able to establish the K9 program through donations however those funds are depleted.  We are currently operating using general funds. Although immensely beneficial, K9 programs are expensive.  To help solve our funding gap, the Sheriff's Office was fortunate to find a law enforcement support organization, the National Criminal Enforcement Association, who was willing to provide substantial funding for our K9 program.  

Taken from their website: "The National Criminal Enforcement Association (NCEA) is a non-profit member based organization comprised of Law Enforcement Officers that have the aptitude to be involved in Pro-Active Criminal Enforcement. Our members run the gamut from highway interdiction operations to investigators involved in advanced criminal investigations and the financial aspects of criminal profiteering."

The National Criminal Enforcement Association is generously willing to donate $120,000 to our K9 program.  The funds will go toward purchasing new canines to replace aging service dogs, purchase additional dogs, maintain certifications and training, equipment for canines and handlers, outfitting vehicles for K9 use and veterinary care to name some, but not all needs of a K9 program.  

The donation does not require matching funds, contractual agreements or reporting requirements.  This donation has been reviewed by Chief Deputy Civil Attorney Christine Roberts.

No Fiscal Impact to Cochise County if these funds are accepted.

Department's Next Steps (if approved):

Once accepted, the Sheriff's Office will utilize the funds to support the needs of our K9 program.

Impact of NOT Approving/Alternatives:

If the funds are not accepted the Sheriff's Office will continue to use general funds to support our K9 program.  If other funding isn't secured the Sheriff's Office may not be able to purchase new canines when our current dogs reach the end of their working life.  We may need to phase the K9 program down, suspend or terminate the program eventually.
