Approve an Intergovernmental Agreement between Pima County and Cochise County for Road Maintenance of San Pedro River Road (an extension of Cascabel Road) for approximately nine miles to the Pima-Pinal County line, effective upon execution by both parties and effective for five years.
Background:
Mr. David Cummings from the Pima County Department of Transportation, Division Manager for Road Maintenance Operations made contact with Staff to inquire if Cochise County would consider entering into an Intergovernmental Agreement for road maintenance (blading) along San Pedro River Road (Extension of Cascabel Rd) from the Cochise County line to Redington Rd.
Currently, Pinal County maintains portions of the San Pedro River Road from Redignton Rd. to the Pinal County line. Pima County entered into this agreement many years ago primarily because Pinal County can provide better, more frequent service on this segment than Pima County can due primarily to its location and the reduced staff levels.
Staff visited the site and feels comfortable on not only maintaining the San Pedro River Road from the Cochise County line to Redington Pass (5 miles) but all the way up to the Pinal County line (4 road miles) without impacting our blading schedule/cycles.
Staff advised Pima County that we had the capacity to maintain the entire roadway. Pima County is amenable on Cochise County taking over the maintenance of the entire roadway from the Cochise County line to the Pinal County line.
In the event that this Intergovernmental Agreement is approved, Staff will incorporate the maintenance of this road into the Cascabel road blading schedule/cycle (8 weeks).
Cochise County will charge Pima County $125.00 per every road mile that is bladed which equates to $6,750 per year, billed on a semi-annual basis. The estimated costs for performing this IGA work is estimated at $4,100.
Enclosed please find a brief summary of the mutual benefits of this Intergovernmental Agreement:
1. The connecting San Pedro River Road is more of a commuter route linking Pinal County and Cochise County requiring a higher level of service (preferable grading cycle of 8 weeks).
2. The transporting of labor and equipment from west Tucson to San Pedro River Road for the needed more frequent grading of just this segment is economically and logistically unfeasible. This results in a less than acceptable service level for this segment.
3. This agreement will save Pima County an estimated $3,800 annually, while providing a better service level for the Pinal / Cochise commuters.

Impact of NOT Approving/Alternatives:
Cochise County will not be in a position to assist other entities that are looking to implement innovative and strategic solutions needed as a result of dwindling HURF revenues.
