Agenda Item Text:
Approve companion agreements 11-AZDOHS-OPSG-888421-01 and 11-AZDOHS-OPSG-888421-02 both with a term of October 1, 2011 through March 31, 2013, between the Sheriff's Office and the Arizona Department of Homeland Security for the Sheriff's Office to participate in Operation Stone Garden; the agreement ending in numbers 01 provides $672,232 in overtime, ERE, and mileage reimbursement and the agreement ending in numbers 02 provides $195,300 to purchase ten (10) sets of night vision units, thirty (30) P-25 mobile radios, and thirty (30) P-25 portable radios.
Background:
The Sheriff's Office has participated in Operation Stone Garden for several years. The Arizona Department of Homeland Security provides funding for the Sheriff's Office to address criminal activity related to drug smuggling and illegal immigration. The funding allocated for overtime and mileage reimbursement is used to deploy deputies on an overtime basis to those areas that are suffering an impact from criminal activity related to illegal immigration and drug smuggling across the international border. The equipment funding is used to purchase much needed equipment, such as radio upgrades, for the department and to provide equipment needed to address the border related criminal activity.
These agreements have been reviewed and approved as to form by Ms. Terry Bannon, Deputy County Attorney.
These agreements have been reviewed and approved as to form by Ms. Terry Bannon, Deputy County Attorney.
Department's Next Steps (if approved):
Upon completion of the agreements and subsequent authorization from AZDOHS, the Sheriff's Office will initiate Stone Garden operations in coordination with the US Border Patrol.
Impact of NOT Approving/Alternatives:
If not approved, the Sheriff would need to utilize general fund monies to pay for interdiction and disruption operations to address criminal activity related to border issues.
To BOS Staff: Document Disposition/Follow-Up:
Please return BOTH original copies of BOTH agreements to the Sheriff's Office so they can be forwarded to AZDOHS.
