Approve the renewal of an Inspection Services Agreement (ISA) with the Arizona Department of Housing (ADOH) to enforce installation standards for manufactured housing and factory-built buildings for a five-year term, including permit fee modifications, as listed in the attached ADOH Fee Schedule for 2023 Fiscal Year.

Background:

In 2006, Cochise County entered into the initial Intergovernmental Agreement (IGA) with the Arizona Department of Housing to enforce installation standards for manufactured housing and factory-built buildings. The current Inspection Services Agreement (ISA) was approved in 2017 and is renewable every five years. The Arizona Department of Housing (ADOH) has requested that Cochise County renew this agreement to enforce installation standards for manufactured housing and factory-built buildings within the county.

In conjunction with this renewal of the Inspection Services Agreement, the State of Arizona IGA  Fee Schedule has been modified to $450. This fee is the maximum amount that may be collected for the issuance of permits for manufactured homes and per story for residential factory-built buildings.  

The permit fee collected includes up to three inspections and provides county residents with the convenience of applying for permits locally and a more timely response for permit inspections. For building staff, these manufactured home inspections typically align with other scheduled building inspections throughout the county.

Upon approval of the ISA, it will be signed and returned the Arizona Department of Housing

Impact of NOT Approving/Alternatives:

If Cochise County does not renew the Inspection Services Agreement with ADOH to enforce installation standards for manufactured housing and factory-built buildings, then the state would be responsible for doing so. State inspectors would not be available on a daily basis for county residents.

Route the ISA for signatures and return to Development Services for processing with the Arizona Department of Housing.
