Approve the Intergovernmental Agreement between Cochise County and the Housing Authority of Cochise County for an Emergency Home Repair Program.

Background:

In January 2012, the County was awarded Arizona Department of Housing County Community Development Block Grant Agreement 135-12 for an Owner/Occupied Emergency Home Repair Program coordinated by the Housing Authority of Cochise County. The $140,000 in awarded CDBG funding will be used toward emergency home repairs for approximately 10 owner/occupied housing units within the unincorporated areas of Cochise County.

No impact on the General Fund. The grant funding will cover all expenses associated with the Emergency Home Repair Program.

Department's Next Steps (if approved):

Proceed with the environmental review to obtain release of funding from the AZ Department of Housing.

Impact of NOT Approving/Alternatives:

Without the intergovernmental agreement between the County and the Housing Authority of Cochise County the responsibilities of each party will not be clearly defined. This will jeopardize the CDBG/HUD grant funding, and the successful implementation of the program.

Two originals of the IGA will be provided to the Clerk of the Board.  After formal Board approval and appropriate signatures, please return one original IGA to the grants office.  Thank you for your assistance.
