Approve the award of Invitation for Bids (IFB) No. 12-16-HFM-04 to Empire Machinery Company for one Caterpillar Model 938H High Lift Wheel Loader in the amount of $189,081 plus applicable sales tax.

Background:

IFB No. 12-16-HFM-04 was released on February 1, 2012, advertised in the San Pedro Valley News February 1 and February 8, 2012, and posted on the County procurement website. Bid notices were mailed to 36 vendors. Three bids were received prior to the bid closing date & time of 4:00 p.m. on February 23, 2012. Tucson Tractor responded with a “no bid”. Bids were received from:

Empire Machinery, Tucson, AZ $189,081.00
RDO Equipment Co., Tucson, AZ $225,290.00
Medley Material Handling, Phoenix, AZ $189,823.03

This was a best value bid which also provided for the option for an outright purchase. An evaluation committee comprised of representatives from Heavy Fleet, Light Fleet, Highway & Floodplain, and Procurement evaluated the bids received based on the evaluation criteria set forth in the bid documents. The evaluation committee scored and ranked the bid from Empire Machinery as most advantageous and the best value to the County. The bid from Empire includes a guaranteed minimum buy back at the end of six (6) years or 7000 hours of $75,000.

Impact of NOT Approving/Alternatives:

The existing loader that will be sold is in need of major repair. The cost to repair the transmission is approximately $14,000.

The Heavy Fleet Management Department has budgeted for this expenditure in the FY 2011-12 budget in fund line 600-1720-1740-454.100.
