Approve the Second Amended Intergovernmental Agreement (IGA) between Cochise County and the City of Sierra Vista for Regional 911 Communications and the Establishment of the Southeastern Arizona Communications Center (SEACOM), effective December 13, 2022.
Background:
The Southeastern Arizona Communications Center has operated under the First Amended IGA since November 8, 2018. Since that time, the number of "Subscribers" to SEACOM has increased. Under the current IGA, "Subscribers" are voting members of the Operations Committee, creating challenges to establish a quorum. This 2nd Amended IGA seeks to rectify that issue by creating tiers for "Subscriber" entities. Tier I Subscribers will have voting privileges on the Operations Committee and count towards a quorum because those subscribers elect by contract to receive full services and participate on a fee-for-service basis. Tier II subscribers will not have voting privileges because they receive basic services and do not pay for such services due to statutory requirements.
This delineation of Subscriber types will allow for the Operations Committee to establish a quorum more frequently, and lead to more efficient and productive meetings.

The Operations Committee will assign voting members according to Tier designation.
Impact of NOT Approving/Alternatives:
The SEACOM Operations Committee will continue at the current voting membership size and continue to have difficulty establishing a quorum for meetings.
