Approve amended agreement M22-0061 from the Arizona Department of Emergency and Military Affairs (DEMA) to provide funding to the Cochise County Radio Communication Network through Outside the Radio Network (ORNI) Consoles, said amendment by DEMA to clarify the method of funding disbursement.

Background:

This agreement had previously gone before the Cochise County Board of Supervisors and was approved. During the final processing phases, an error in disbursement was observed and corrected by AZ DEMA. This is placed as a consent item to recognize change in how the payments will be made - a one time disbursement of $250,000.00 from AZ DEMA upon purchasing with proper invoicing documentation.

Cochise County and the State of Arizona are facing unprecedented challenges. The mass migration and unlawful border crossings taking place along with minimal to no security checks enhances the need for all public safety organizations to collectively strengthen their goals to prevent, protect, mitigate and respond to critical situations that affect the safety, well-being and security of Arizona. The ORNI project fulfills this need for Cochise County. As of December 2022 the Douglas Police Department has become the E911 backup center for the Southeastern Arizona Communications Center (SEACOM). The Outside the Radio Network (ORNI) remote consoles at DPD will be designed as a "hot" backup E911 site for SEACOM and will provide emergency radio services to public safety organizations should a catastrophic event disable SEACOM.

Department's Next Steps (if approved):

The Cochise County Sheriff's Office will purchase ORNI Consoles per the AZ DEMA Agreement and implement them into the Cochise County Radio Communications Network.

Impact of NOT Approving/Alternatives:

If not approved this would negatively impact the Cochise County Radio Communications Radio Network, not only for the Cochise County Sheriff's Office, but for all law enforcement and first responder agencies through out Cochise County.
