Approve Subrecipient Agreement for the Emergency Management Performance Grant EMF-2022-EP-00009-S01 with the Arizona Department of Emergency and Military Affairs, up to the amount of $223,156, effective July 1, 2022 through June 30, 2023.
Background:
The Cochise County Emergency Management Department is a General Fund department with a 50% match from a grant with the Arizona Department of Emergency and Military Affairs (AZDEMA).
The Emergency Management Department uses these funds in implementing national preparedness plans and goals through projects which support planning, mitigation, response and recovery. Planning projects include updates of the Emergency Operations Plan and Logistics Distribution Plan. Mitigation projects include the Multi-Jurisdictional Hazard Mitigation Plan. Response projects include the mass alerting system, and interoperability communications via the Mobile Communications Unit. A multi-year training and exercise plan is also core to the grant and Emergency Management Department. Trainings facilitated by Emergency Management include: Incident Command System; Emergency Operations Center; Incident Management Team; and Public Information. Exercises include: workshops, table-top exercises; and full-scale exercises.
The grant also includes funding for a radio upgrade project for the Mobile Communications Unit to improve interoperability communications. This upgrade will include a handheld radio cache, replacement of mobile public safety radios for a channel patching stack, and mobile amateur radios.
This grant agreement is effective July 1, 2022 to June 30, 2023. The Cochise County Emergency Management budget is $446,312.00, with the 50% match of $223,156.00 provided by Cochise County, and the EMPG match is $233,156.00. The $446,312.00 total budget is comprised of two parts: first, the $352,462.00 which is the department personnel and operating budget; the second is the $93,85 which is funding a radio upgrade project. The department personnel and operating budget is matched by the County General Fund (Fund 100), and the radio upgrade project is matched by IT capital fund (Fund 450).
