Approve amended Agreement between Western Sky Aviation, LLC dba Western Sky Helicopters (Western Sky Helicopters) and Cochise County on behalf of the Cochise County Sheriff's Office, per Arizona Department of Emergency and Military Affairs Agreement M22-0062, to provide helicopter services for a period of five (5) years.
Background:
This amended contract is in line with the changes in how DEMA disburses funds. Criminal activity on the international border with Mexico has increased drastically over the last 18 months. Cochise County covers 6,200 square miles with three mountain ranges. As seen in conflict regions throughout the world, helicopter operations have become a vital tool to react quickly to criminal activity or to conduct rescue missions.
The Cochise County Sheriff’s Office had a previous contract with Western Sky Helicopters (Previously doing business as Aerial Solutions). The contract period was approximately 3 years long and funded through a private foundation. This was a productive relationship that would have continued if funding had not ended.
This contract will allow Cochise County to:

This contract will allow Cochise County to:
- Provide quick access to smuggling corridors in remote, inaccessible areas. This serves to both maintain digital surveillance equipment and respond immediately when smugglers are identified.
- Provide immediate medical response for injured people (both law enforcement and migrants) in remote locations
- Provide Search and Rescue support
- Provide the ability to safely monitor fleeing vehicles and strategically stage resources ahead of fleeing vehicles to bring deadly pursuits to a conclusion.
Department's Next Steps (if approved):
If approved the Cochise County Sheriff's Office and Western Sky Helicopter will purchase a helicopter per AZ DEMA agreement M22-0062
Impact of NOT Approving/Alternatives:
If not approved this could cause significant wait times for our citizens in search and rescue missions as well as impact how the Cochise County Sheriff's Office operates and handles situations which may cause undue harm to our citizens and visitors to Cochise County.
