Approve the Cochise Combined Trust schedule of benefits and rates for FY 2012-2013.
Background:
Recommendation: We recommend that the Board of Supervisors adopt the Cochise Combined Trust schedule of benefits and rates for FY 2012-2013.
Background: Cochise County has been a participating entity in the Cochise Combined Trust (CCT) since July 1, 2002. The Cochise Combined Trust is administered through Erin Collins & Associates. Administrative Enterprises is the third party administrator for insurance claims and payments.
Since July 1, 2002, the Board of Supervisors has approved, with each budget year, to absorb the increases in the health insurance premiums for that year and have not increased the employees' contribution to the health insurance.
For FY 2012-2013, staff is proposing no change to either the employee or County contributions.
The CCT has elected to implement a tiered pharmacy network for the prescription benefit plan. Employees utilizing pharmacies who participate in the pharmacy network will not see an increase in prescription co-pays. Utilization of pharmacies not participating as "preferred providers" will result in a co-pay increase of $5, effective July 1, 2012. Navitus, the prescription plan administrator, has advised that Walgreens, Target and CVS pharmacies will not be participating as "preferred providers", therefore employees who choose to utilize those pharmacies will pay the higher co-pay. Human Resources will notify employees of this change during open enrollment (prior to the July 1, 2012 effective date).

Upon approval of the Board of Supervisors, the County's open enrollment process will commence May 1, 2012 through May 31, 2012 with the changes in the benefits to take effect July 1, 2012.
