Approve the designation of Richard Karwaczka, County Administrator, as the Certifying Officer for the Community Development Block Grant (CDBG) Environmental Review Records, including the initial Environment Review Record and the subsequent Owner-Occupied Housing Rehabilitation Environmental Reviews (attached Appendix A) for each assisted housing unit.
Background:
The Board of Supervisors selected Owner-Occupied Housing Rehabilitation as its Community Development Block Grant (CDBG) project on April 25, 2023. The Board of Supervisors adopted the Cochise County Housing Guidelines on June 6, 2023. In order to submit an application to the Arizona Department of Housing (ADOH) for the release of the CDBG funds, an Environmental Review Record must be prepared and submitted to ADOH. A Certifying Officer who is authorized to sign the Environmental Review Record documents must be designated by the Board of Supervisors. Customarily, local jurisdictions authorize their county/city administrator as the Certifying Officer. This request is to designate Richard Karwaczka, County Administrator, as the CDBG Certifying Officer.
Department's Next Steps (if approved):
If approved, the Development Services Department will obtain the Certifying Officer's signature on the Environmental Review Record (ERR) documents, comply with the Arizona Department of Housing's publication requirements, and submit the ERR to the Arizona Department of Housing.
Impact of NOT Approving/Alternatives:
If a Certifying Officer is not designated by the Board of Supervisors, the Environmental Review Record will not comply with the Arizona Department of Housing's requirements and Cochise County will not receive the Community Development Block Grant funds.
