Approve Fiscal Year 2023-2024 Juvenile Probation Funding Agreement, as provided by the Arizona Supreme Court, Administrative Office of the Courts (AOC), in the amount of $1,219,484, effective July 1, 2023 through June 30, 2024.

Background:

The purpose of the allocation for Juvenile Probation is to support the juvenile courts and probation department to achieve or maintain the average juvenile probation case supervision requirement, support supervision activities, and to impact the number of repetitive offenders. 
This agreement provides for the following:

$912,031 is disbursed to Cochise County
$42,453 is retained at the AOC - unallocated - disbursed upon request from the County
$265,000 is retained at the AOC for juvenile treatment expenses

Juvenile Intensive Probation Supervision Program (JIPS) $288,546 and $13,243 retained unallocated,
Juvenile Standard Probation Program $126,165 and $5,303 retained unallocated,
Juvenile Probation Services Fund (JPSF) $108,013 and $4,369 retained unallocated ($255,000 is retained for treatment expenses),
Diversion Intake $281,081 and $14,478 retained unallocated,
Diversion Consequence $57,504 and $3,027 retained unallocated ($10,000 is retained for contract services),
Backfill Juvenile Intensive Probation Supervision Program $21,747 and $673 retained unallocated,
Backfill Juvenile Standard Probation Program $7,581 and $234 retained unallocated,
Backfill Diversion Intake Program $21,394 and $1,126 retained unallocated.

New funding in FY24: 
1. Retained Unallocated funds are vacancy rake off amounts that were not awarded to counties in prior years. In FY24, this amount is awarded to counties, but is retained by the AOC. Funds will be disbursed to the county if requested. 
2. The State Appropriation Report added a special line item specifying that the amount appropriated for the Probation Salary Increase Backfill line item is used to cover the state's share of county approved probation officer salary increases for FY23 budget. All fund monies under the agreement must be expended by June 30 of the current fiscal year or be reverted to the AOC.
