Approve Cooperative Agreement 4B-98T70801-0 with the Environmental Protection Agency (EPA) to establish a Revolving Loan Fund (RLF) in Cochise County to remediate Brownfield sites, in the amount of $1,000,000, effective October 1, 2023 to October 31, 2027.
Background:
Cochise County has successfully deployed the resources from two Brownfield Assessment Grants to assist property and business owners with environmental assessments to encourage economic development and investment. The primary purpose of the EPA RLF Grant grant program is to support eligible entities in addressing environmental and public health challenges through loans or grants to clean up properties with ground contamination, asbestos, or lead-based paint.
Department's Next Steps (if approved):
The staff has already begun coordinating with the EPA to establish the program and other RLF grant recipients to understand best practices to efficiently deploy resources in the community.
Impact of NOT Approving/Alternatives:
The County will not receive the funding that can be used to assist property owners and businesses in Cochise County with cleaning up contamination.
