Approve Amendment 1 to the Memorandum of Understanding (MOU) between the Bureau of Land Management, Fort Huachuca, City of Sierra Vista and Cochise County for Cooperative Monitoring and Management of the San Pedro Riparian National Conservation Area and surrounding areas within Cochise County, effective upon signing by all parties.

Background:

On September 21, 2021, the Bureau of Land Management, Fort Huachuca, Cochise County and the City of Sierra Vista entered into a Memorandum of Understanding (MOU) to provide a proposed path for implementing, monitoring, and managing actions necessary to ensure the mutually shared goals of an ecologically viable San Pedro Riparian National Conservation Area, an operationally secure Fort Huachuca, and the economic prosperity of the City of Sierra Vista and Cochise County. The SPRNCA MOU recognized that additional plans may be required related to SPRNCA monitoring, modeling, and management required for adaptive management of the SPRNCA.

Amendment 1 to the MOU revises Section 10 and creates a "Designated Fiduciary Agent", providing the City of Sierra Vista shall serve as the Agent for any funds the Adaptive Management Committee directs. The amendment also adds Appendix B: Cooperative Fund Management Plan. The purpose of the Cooperative Fund Management Plan is to address various funding mechanisms and funding sources in support of all Adaptive Management for the San Pedro Riparian National Conservation Area (SPRNCA) and the SPRNCA Adaptive Management Committee (AMC), to establish the AMC as stewards of funding it may receive, and to provide guidance for the Fund Manager for all these activities.

Department's Next Steps (if approved):

Provide a signed copy of the document to all parties of the MOU and continue to provide support to the effort as defined in the Memorandum of Understanding. 

Impact of NOT Approving/Alternatives:

Will not have a fiscal agent defined in the agreement which will limit the ability to manage funds required for monitoring the San Pedro Riparian National Conservation Area and Surrounding Areas in Cochise County as defined in this MOU.
