Agenda Item Text:

Adopt Resolution 24-03 authorizing the adoption of State Housing Trust Fund Owner Occupied Emergency Repair Housing Guidelines.

Background:

Cochise County has a Community Development Block Grant (CDBG) to provide home repairs to income-qualified county homeowners. This grant does not allow funds to be expended on homes located within the floodplain.  Cochise County has the opportunity to apply for a State Housing Trust Fund (SHTF) Emergency Home Repair grant that does allow funds to be used on homes located within the floodplain. In addition, the SHTF grant would provide emergency home repair funds once the CDBG grant funds are exhausted. To apply for the SHTF grant, the County must adopt SHTF Emergency Repair Housing Guidelines. This agenda item requests approval of these Emergency Repair Housing Guidelines.

Department's Next Steps (if approved):

If approved, the Development Services Department will submit a grant application for State Housing Trust Fund Emergency Housing Repairs.

Impact of NOT Approving/Alternatives:

If the Board does not adopt the SHTF Emergency Repair Housing Guidelines, the County will not be able to submit the grant application for the housing repair funds. Income-qualified Cochise County homeowners who live within a floodplain will not be able to access emergency repair funds.
