Adopt Resolution 24-07 accepting $240,000, and any future disbursements from the Arizona Criminal Justice Commission (ACJC) for disbursement to local law enforcement agencies participating in the Cochise County Critical Investigation Response Team (CIRT), as described in Exhibit A, effective April 23, 2024.
Background:
Over the last decade law enforcement agencies across the nation have been under increased public scrutiny to demonstrate transparency and fairness when investigating law enforcement use of force incidents. Cochise County continues to earn the trust of our citizenry by demonstrating our commitment to these principals. In 2018, the members of the Cochise County law enforcement community established the Critical Investigations Response Team (CIRT). CIRT is a partnership where an outside agency is responsible for investigating another agency's significant use of force, such as a police shooting or use of force resulting in death or serious injury.
At the state level, in 2023, the legislature established a new division of the Department of Public Safety, the Major incident Division, to investigate these significant law enforcement uses of force. The same bill, HB 2650, also provided funding to regional task forces. CIRT was one of the task forces selected to receive funding. The funding levels may change as other task forces are established across the state. The funding is provided to the Arizona Criminal Justice Commission (ACJC) to determine how it is allocated.
The funds will be used to support the training and equipment necessary to ensure the investigators assigned to the task force have the necessary skills, experience and tools to competently complete these investigations.

Department's Next Steps (if approved):
If approved, each local law enforcement partner is fiscally responsible for managing their portion of the distributed funds, as described in Exhibit A, and the funds must be used for major incident task force related expenditures.
Impact of NOT Approving/Alternatives:
If not approved, CIRT will continue to function, however, without the opportunity to become better trained and equipped. We will lose the opportunity for future state funding. It will be transferred to another task force or to DPS.
