Approve obligation of $3 million dollars from the Local Assistance and Tribal Consistency Fund for the County Enterprise Resource Planning (ERP) project in accordance with Cochise County Procurement Policy.
Background:
The Local Assistance and Tribal Consistency Fund (LATCF), was established by Section 605 of the Social Security Act, as added by Section 9901 of the American Rescue Plan Act of 2021 (American Rescue Plan) and as amended by Section 103 of Division LL of the Consolidated Appropriations Act, 2023. The County may use these funds on any governmental purpose other than a lobbying activity. For example, the U.S. Department of the Treasury “GUIDANCE FOR THE LOCAL ASSISTANCE AND TRIBAL CONSISTENCY FUND,” September 2023 update states, in part, that counties may invest in restoring and bolstering government capacity, such as investing in improvements in service delivery, like technology infrastructure and data analysis resources, that will improve delivery of services to their communities for years to come. Cochise County received $5,798,697.32 for LATCF in two tranches in 2022 and 2023.

County will not move forward with the transition to an updated ERP system.

Local Assistance and Tribal Consistency Fund (LATCF) will be used for the implementation costs and first two years of software costs. General funds will be used starting in year 3 to pay approximately $400,000 per year for software costs.
