Approve Intergovermental Agreement (IGA) 2024-053, between the State of Arizona through its Department of Public Safety (DPS), and Cochise County, specifically Cochise County Sheriff's Office (CCSO), to enhance law enforcement services to deter, apprehend, prosecute and detain individuals charged with drug trafficking, human smuggling, illegal immigration and other border-related crimes within Cochise County, in the amount of $1.4 million, effective July 1, 2023, to June 30, 2025.
Background:
IGA 2024-053 is between the State of Arizona through its Department of Public Safety (DPS) and the Cochise County Sheriff's Office (CCSO) for Local Border Support (LBS) funds in the amount of $1.4 million dollars. The purpose of the agreement is to enhance law enforcement services to deter, apprehend, prosecute and detain individuals charged with drug trafficking, human smuggling, illegal immigration and other border-related crimes within Cochise County, through the cooperative efforts of DPS and the CCSO.
The award shall include salary and employee related expenses in the amount of $700,000. Funding for jail and prosecutorial expenses estimated at $300,000. Border center upgrades in the amount of $150,000, nine (9) grapplers at the cost of $55,000, a Spillman virtual server for $15,000, and AZURE-cloud storage for SABRE camera data estimated at $60,000. Funds to assist in border crime investigations in the amount of $20,000 and $100,000 for helicopter operations and personnel costs.

Department's Next Steps (if approved):
If approved, the Cochise County Sheriff's Office will coordinate with the Department of Public Safety to utilize the authorized funds.
Impact of NOT Approving/Alternatives:
If not approved, Agreement, 2024-053 will be returned to the Arizona Department of Public Safety and the Cochise County Sheriff's Office will lose funding for personnel, prosecution, incarceration, technology, and miscellaneous items needed to enhance law enforcement efforts associated with border-related activities.
