Approve Subscription Agreement with Traffic Jam in the amount of $28,131.83, for an information discovery tool that utilizes advanced technology to detect and identify patterns in online data and assist public safety agencies in disrupting systemic trafficking and safeguarding victims, effective June 28, 2024, through June 27, 2027.

Background:

This investigative tool is connected to the Anti-Human Trafficking grant approved on 6/4/2024 by the Board of Supervisors.  It has no cost or matching requirement. The contract is approx. $26,640.

Traffic Jam is a suite of analytics tools developed to help save precious investigative time recovering vulnerable victims by quickly turning big data into actionable intelligence. Since 2018, Traffic Jam was used to identify an estimated 6,800 victims of sex trafficking.

Traffic Jam's features were designed with victim-centered policing in mind. Locating and safeguarding victims are the highest priorities, as well as detecting criminal networks and systemic trafficking. Traffic Jam is purposely built for the human trafficking investigator.
 

Department's Next Steps (if approved):

After purchase we will immediately begin using Traffic Jam to try to identify victims of human trafficking and hold those responsible accountable. 

Impact of NOT Approving/Alternatives:

If not purchased it will reduce our ability to locate and identify victims of human trafficking.
