Approve Subscription Agreement with Flashpoint Intelligence Platform in the amount of $63,399, to identify criminal activity, victims & suspects to build criminal investigations, effective June 7, 2024, through June 6, 2027.
Background:
This is connected to the Anti-Human Trafficking grant approved by the BOS on 6/4/24. The 3-year contract is approx. $72,750. There is no cost or matching funds requirement.
Flashpoint collects and organizes primary source data from illicit online communities. This information is derived from forums, blogs, social media, paste sites, chat services, and other online channels where Extremists and Cybercriminals communicate and disseminate information. Flashpoint's extensive database of acquired intelligence is arranged by geographic location, file name, specific entry, date of release, source, group, description of content and original language. Flashpoint provides customers with threat intelligence products and services otherwise commercially unavailable. In this capacity, Flashpoint's tradecraft and capabilities are unique and directly support the Cochise Sheriff’s Office mission to safeguard the citizens within the county.

Department's Next Steps (if approved):
The Sheriff's Office will begin using Flashpoint to identify criminal activity, victims & suspects to build criminal investigations and hold those responsible accountable.
Impact of NOT Approving/Alternatives:
Flashpoint provides capabilities not available to the Sheriff's Office. Without their services we may not be able to identify victims and seek justice for those crimes.
