Approve Amendment 3 to IGA HG060004 for the Tobacco Education and Prevention Program, between the Arizona Department of Health Services and the Cochise County Health and Social Services Department for the period of 07/01/2012 to 6/30/2013 in the amount of $331,050.

Background:

The funds included in this IGA represent funding to continue educating our youth on the harmful effects of tobacco and prevent kids from developing a chronic condition such as obesity. For this we offer The SPARK (Sports, Play and Active Recreation for Kids) program to elementary schools that currently do not offer physical education. For youth, we will further develop the existing youth coalition. Currently, we have 3 coalitions throughout the county that deliver the tobacco prevention messaging to their peers.

In addition, this funding is meant to continue the Active Adults Program which targets Cochise County employees. This component aims towards improving the health of our employees and assist those who currently struggle with a chronic condition. The Active Adults Program provides nutrition and exercise assessments and is used to enhance our current Wellness Program.

This is a grant-funded, cost reimbursement program through the Arizona Department of Health Services in the amount of $331,050. The ADHS allowable indirect rate for this program is 15% versus the county A-87 rate of 46.98%. The result in a net County subsidy of $81,842:

Personnel / EREs: $255,915

A-87 OH Rate @ 46.98%: $120,229

Authorized OH @ 15%: $ 38,387

Net County Subsidy: $ 81,842

Impact of NOT Approving/Alternatives:

Not approving this amendment would result in the termination of both aspects of the Tobacco Prevention Program: tobacco prevention education for youth and chronic disease prevention among County employees.
