Adopt Resolution 24-14, amending the Development Services Fee schedule for services provided by Development Services, effective August 1, 2024.

Background:

Cochise County maintains a collaborative partnership with the Arizona Department of Housing (ADOH) to conduct inspection services and enforce installation standards for manufactured homes across unincorporated areas of Cochise County, including Tombstone and the City of Douglas. According to our agreement, the County aligns its fees with those outlined in the ADOH Fee Schedule to ensure consistency. The permit fees collected by the County directly support the compensation for these services under the terms of our agreement.

Changes include, increase the permit fees for the installation of manufactured homes, factory-built buildings, and mobile homes, per the agreement between the Arizona Department of Housing and Cochise County. Additional minor amendments to the fee schedule include increasing the permit renewal fee and implementing a fee for demolition permits and change of use permits.

Department's Next Steps (if approved):

Update the Development Services Fee Schedule. 

Impact of NOT Approving/Alternatives:

The Development Service Fee Schedule for the installation of manufactured homes will not comply with the State-adopted fee schedule per the Inspection Services Agreement between ADOH and Cochise County. The proposed fee adjustments are designed to enable the department to continue providing efficient, reliable, and high-quality services to the residents of Cochise County.
