Adopt Resolution 12-17 authorizing the submission of a Community Development Block Grant State Special Project application for FY 2012.

Background:

The Arizona Department of Housing has provided a notice of available funding from the Community Development Block Grant State Special Project account. CDBG SSP is competitive funding, where non-entitlement communities are encouraged to apply for one eligible project that meets the National Objective with a priority ranking of “High” or “Medium” according to the State Action Plan. The maximum grant available including administrative funding under this notice is $300,000.

In January 2012 the County was awarded a CDBG funding from the SEAGO rotational regional account for an Owner/Occupied Emergency Home Repair activity, which is a program coordinated by the Housing Authority of Cochise County. The required public participation process and environmental review record has been completed for this activity and the Arizona Department of Housing has released the funds for use. This activity is ranked high in the State Action Plan and the County has the opportunity to pursue additional funding for the Emergency Home Repair program through the SSP account. If awarded, the O/OEHR program would provide emergency repairs to approximately 17 additional homes. The SSP application is due to the AZDOH by July 18, 2012.

Adoption of Resolution 12-____ will authorize the submission of a Community Development Block Grant State Special Project application and provide the opportunity for additional funding for the Emergency Home Repair program.

Department's Next Steps (if approved):

Provide the resolution, certifications, and required documentation for the CDBG SSP application. Submit application to the AZDOH by July 18, 2012.

Impact of NOT Approving/Alternatives:

The County will forfeit the opportunity to apply for additional grant funding from the CDBG SSP.
