Approve the Subrecipient Agreement between Cochise County and the City of Douglas for American Rescue Plan Act (ARPA) funds for water infrastructure projects related to the new Douglas Land Port of Entry, in the amount of $5,000,000, effective October 15, 2024.
Background:
According to the December 14, 2021, Memorandum of Understanding between the County and the City of Douglas, the two parties agreed to coordinate funding and construction for utilities related to the development of the Land Port of Entry outside Douglas. The MOU also stated that the Cochise County Board of Supervisors may obligate a portion of the County’s American Rescue Plan Act (“ARPA”) funds be allotted to the Water/ Sewer/Broadband Projects as allowable under 31 CFR Part 35, Department of Treasury Interim Final Rule. According to the Final Rule, such obligations must occur before December 31, 2024, and all expenditures must be incurred by December 31, 2026.
The City of Douglas has contracted with Stantec Engineering for 60% design of the water and wastewater systems. Through this effort, Stantec has coordinated a timeline for water projects that suit the use of ARPA funds, and such projects are expected to meet the expenditure deadline of December 31, 2026. The specific portion of the project these funds will support is described in Attachment A.
