Approve Resolution 24-31 adopting the Cochise County Emergency Operations Plan. 

Background:

The Cochise County Emergency Management Department is responsible for creating and maintaining emergency plans such as the Hazard Mitigation Plan, the Community Wildfire Protection Plan, the Hazardous Materials Response Plan, and a County Emergency Operations Plan (EOP) which is presented here. 

Per ARS 26-308.B Counties "shall establish and provide for emergency management".  Per ARS 26-308.D Counties "shall take such action as is necessary to carry out the provisions" ... (of State emergency plans) ... "including the development of additional emergency plans".

The EOP is comprised of three parts which range from conceptual, to strategic, to tactical. 

1 - Base Plan - which provides the concepts or framework of emergency operations. This includes reference to the National Response Framework (NRF) and National Incident Management System (NIMS), notably the Incident Command System (ICS). Topics in the base plan include: purpose and scope; concept of operations; direction, control and coordination; communications; plan development and maintenance; and authorities and references. 

2 - Appendices - provides strategic level guidance for emergency operations.  Most importantly, the Emergency Support Function (ESF) Appendix adopts the ESF strategy in line with the Federal Emergency Management Agency (FEMA) and the Arizona Department of Emergency and Military Affairs (ADEMA).  The ESF strategy organizes standardized lines of effort and assigns those responsibilities to County Departments/Offices, State Agencies, and other organizations.  Appendices include ICS organization chart options for Incident Command operations and Emergency Operation Center activations.  Appendices also include standard acronyms and definitions.

3 - Annexes - provide tactical level guidance to hazard or threat specific emergencies such as HAZMAT response, evacuations, and emergency alerts.  The annexes are written at the standard operating procedure or standard operating guidance level - which change based on current needs and best practices - and thereby are not included in this plan, nor formally adopted by the Board of Supervisors. 

The EOP was written following the basic outline as described in the Comprehensive Planning Guide (CPG) 101, September 2021, Version 3.0.

Department's Next Steps (if approved):

Department will keep Emergency Operations Plan on file and utilize during emergencies. 

Impact of NOT Approving/Alternatives:

Cochise County will not have a Board adopted Emergency Operations Plan.
