Approve the Reciprocal and Non-Exclusive License Agreement, effective upon signature by the Board of Supervisors, to make certain facilities that are owned, leased, licensed, or controlled by each party available to the other party for the co-location of communications equipment and sharing of communications resources, in order to provide each party with radio coverage and microwave connectivity without charge to either party for their mutual benefit, in accordance with the terms set forth in the Agreement.

Background:

This is a site sharing agreement that will position Cochise County to place communications equipment on agreed upon communications towers owned by GovNet, Inc. Additionally, this agreement would allow for GovNet, Inc. to place communications equipment on any agreed upon towers owned by Cochise County.

We have great interest in GovNet's towers that are located on Mule and Dragoon mountains as they will give us a direct microwave shot into Benson thus improving bandwidth and reliability substantially.GovNet is the (mostly federally funded) company that is building out the wide area network to facilitate SACNet.  SACCNet is a statewide strategic communication initiative to provide a secure county to county, county to state secure video, voice, and data network, while providing redundant telecommunications and data communications throughout the State of Arizona to the public and private sector.

Department's Next Steps (if approved):

If approved, we will execute a site-specific supplmental agreement to co-locate equipment on GovNet's towers on Mule and Dragoon mountains.

Impact of NOT Approving/Alternatives:

If not approved, we will have to find another way to get direct communications into Benson which will undoubtedly include both capital and operating expenditures.
