Adopt Resolution 12-22 authorizing the Arizona Department of Transportation to execute a Joint Project Agreement hereby entered into between the State of Arizona and Cochise County for a pavement preservation project at the Bisbee-Douglas International Airport .
Background:
The Arizona Department of Transportation-Multimodal Planning Division (Aeronautics Group) has completed the planning and program development phase of the State’s Airport Pavement Preservation Program for fiscal year 2013. In 2010 ADOT contracted to have pavements at all of the State’s public airports evaluated and rated as to their pavement condition index (PCI). The results of the study were pavement maintenance recommendations for the airport pavements that still had useable life remaining. Each airport in the study has received a complete report specific to their respective airports. Based on PCI priorities the Bisbee-Douglas International Airport is included in fiscal year 2013 of the program for crack seal, seal coat and pavement marking on Runways 8-26, 17-13 and connecting Taxiways A3 and A4. Under this program ADOT is the lead agency for procuring design, engineering, construction bidding, and administration. The estimated cost of the project is $376,545. Entering into a Joint Project Agreement with the State will preserve the pavement of primary and secondary Runways and connecting Taxiways at the BDI Airport. Adoption of Resolution 12-__ will authorize ADOT to execute the agreement.
Department's Next Steps (if approved):
Provide ADOT with the JPA, Resolution, and 10% cost for the project. ADOT will proceed with the construction bidding process.
Impact of NOT Approving/Alternatives:
The runways and taxiways will not receive the pavement preservation treatment and they will continue to deteriorate until a more expensive runway/taxiway reconstruction project is programmed into the Airport Improvement Program, which may take three to four years before funding is available from the FAA.

Two originals of the Joint Project Agreement and two originals of the Resolution will be provided to the Clerk of the Board. Fiscal Impact & Funding Sources (if known):
The Joint Project Agreement requires the Airport Sponsor to contribute 10% or $37,654.50 based on estimated construction costs. Payment is due and payable upon signing the agreement. The Airport Sponsor will be reimbursed for any contribution exceeding the final project costs after final accounting reconciliation of project costs by ADOT. Funding source requires Board approval for additional undesignated half cent sales tax to be used for this project.
