Approve Interagency Service Agreement (ISA) 2024-252 between the Arizona Supreme Court Administrative Office of the Courts (AOC) and Cochise County Clerk of the Superior Court for the use of Digital Evidence Portal under the terms of the statewide contract with Thomson Reuters (AOC Contract NO 2021-0006).  

Background:

As the use of digital media in criminal cases becomes more prevalent, Arizona courts have moved toward implementing standardized systems for receiving, storing, and presenting digital evidence during trial. To support this shift, the Administrative Office of the Courts (AOC) has entered into a statewide contract with Thomson Reuters to provide access to the Case Center Digital Evidence Portal.

The AOC is offering use of this Portal to all Superior Courts through individual Interagency Service Agreements (ISAs) with each Clerk’s Office. The platform provides a secure, centralized solution for managing digital exhibits, ensuring evidentiary integrity, proper chain of custody, and courtroom presentation capabilities.

To date, all Arizona counties participating in the program have executed the ISA, with Apache County being the only remaining non-user. The Clerk’s Office is taking proactive steps to align with this statewide initiative and establish infrastructure that will support digital evidence as it becomes more routinely introduced in jury trials. The ISA allows the Clerk and Court to formally access and utilize the Portal in coordination with the AOC.

Department's Next Steps (if approved):

If approved, the Clerk’s Office will finalize the agreement with the AOC and continue coordinating with the Court on use of the Digital Evidence Portal.

Impact of NOT Approving/Alternatives:

If the agreement is not approved, the Clerk’s Office may be required to suspend use of the Digital Evidence Portal, potentially impacting the handling of digital exhibits and delaying alignment with statewide court initiatives.

If approved, please route the signed agreement to the Clerk’s Office for execution and return a fully executed copy to the AOC.
