Adopt Resolution 11-09 to establish a Complaint and Grievance Procedure for the FY11 Community Development Block Grant Application Process for Cochise County.
Background:
Background (Brief): The FY11 Community Development Block Grant (CDBG) funding cycle and public participation process for Cochise County began on March 1, 2011. Based on the previous Method of Distribution prepared by the Southeastern Arizona Governments Organization (SEAGO), an estimate $330,000 in FY11 CDBG funding is available to Cochise County. Also an estimate $300,000 is available in the State Special Projects Competitive Funding. CDBG funds must be used to benefit low to moderate-income persons, reduce slum or blight, or meet an urgent need/health hazard.
To fulfill the Arizona Department of Housing CDBG application requirements a public participation process must take place, which includes formal adoption of a Complaint and Grievance procedure for all elements of the CDBG application process.
Department's Next Steps (if approved):
Public hearings are being held (one held on March 1, 2011 and one scheduled today before the Board), to receive public input on possible activities or projects to pursue with CDBG funding.
Impact of NOT Approving/Alternatives:
The County will not be compliant with a key element of the public participation process that is required for both the CDBG application and the actual award of CDBG funding from the Arizona Department of Housing.
