Approve the purchase of Heavy Equipment from Empire Machinery consisting of two Motor Graders, One Wheel Loader, three Broce Broom Machines, and one used Compactor in the amount of $836,338.89 for the Heavy Fleet Management Department.

Background:

Several pieces of heavy equipment in the Heavy Fleet Management operation have reached their life cycle expectancy and are in need of being replaced with new equipment. The replacement equipment is as follows:

(2) New 2012 Caterpillar 140M2 Motor graders. Purchase price of $327,294.05 after trade-in value of two (2) Caterpillar 140H motor graders
(1) New Caterpillar 938K Wheel Loader - $220,662.00
(3) New Model 350 Broce Brooms - $143,770.17
(1) Used Caterpillar CS56 Vibratory Compactor - $144,612.67

All prices include sales tax and delivery

All of this equipment is available through a cooperative contract with the City of Tucson based on their RFP#120377. On October 31, 2003, the Board of Supervisors approved a cooperative agreement with the City of Tucson. The City of Tucson was the lead agency for the RFP on behalf of National IPA, a national cooperative agency of which the County is a member of and was approved by the Board of Supervisors on January 25, 2011. The use of a cooperative agreement precludes the requirement for competitive bidding and is authorized by the procurement policy.

The cooperative pricing from Empire Machinery was evaluated by procurement and heavy fleet staff and was determined to be competitive and reasonable based upon previous competitive bids, discounts offered, current market conditions, and analysis of past sales of used equipment through the public surplus auctions. Additionally, previous best value bids for similar equipment have been awarded to Empire Machinery.

Additionally, the Heavy Fleet maintenance personnel are familiar with and trained to perform scheduled and unscheduled maintenance on the equipment being purchased as well as having the appropriate tools and diagnostic equipment to service the equipment. Interchangeability and inventory of parts is another compelling reason for purchasing Caterpillar equipment.
