REQUESTED ACTION:
MOTION TO APPROVE an Agreement Between the Broward Metropolitan Planning Organization and Alfred Benesch and Company for the 2050 Metropolitan Transportation Plan Update in an Amount Not to Exceed $1,300,000
WHAT THIS ACTION ACCOMPLISHES:
Approval of this item will authorize the MPO to enter into an agreement with Alfred Benesch and Company to provide consultant services necessary to support the development of the 2050 Metropolitan Transportation Plan (MTP). This action will allow MPO staff and the selected consultant to begin work on the MTP update now to ensure timely completion in compliance with Federal requirements to develop and adopt the 2050 MTP no later than December 2024.
SUMMARY EXPLANATION/BACKGROUND:
The MTP is a core product of the MPO. The MTP examines future transportation needs as well as anticipated funding sources in order to create a cost-feasible plan that sets the 25-year vision for Broward's transportation system. As required by Federal law, the MTP is updated every five years to make adjustments for changes in policies, demographics, travel patterns, technology, anticipated funding, and other relevant information. The MPO's current MTP, known as Commitment 2045, was adopted by the MPO Board on December 12, 2019. The 2050 MTP update is anticipated to be adopted by December 2024.
MPO staff presented a draft scope for the 2050 MTP to the MPO Board on March 10, 2022. After incorporating advisory committee and Board Member comments, staff issued a Request for Proposals (RFP) on June 7, 2022 with a proposal due date of July 12, 2022. The Broward MPO received two proposals: Alfred Benesch and Company and WSP. The selection committee, comprised of five MPO staff members from various departments, held its shortlisting meeting on July 26, 2022. The selection committee voted to request oral presentations from both firms. Oral presentations were held on August 10, 2022 and the selection committee voted unanimously to recommend Alfred Benesch and Company for the intended award, pending approval from the Executive Director. Following the approval from the Executive Director, Broward MPO staff met with the Alfred Benesch and Company team to negotiate the final budget and scope on August 18, 2022.
The proposed Agreement with Alfred Benesch and Company, provided in the Attachment, contains the negotiated scope and budget. The term of the Agreement is for three years and will expire on December 31, 2025. The negotiated budget is consistent with the MPO's Unified Planning Work Program/budget, approved by the MPO Board on May 12, 2022, and shall not exceed $1,300,000.
