REQUESTED ACTION:
MOTION TO APPROVE a Second Amendment to Subrecipient Agreement Between Broward Metropolitan Planning Organization and City of Fort Lauderdale for Downtown Fort Lauderdale Mobility Hub Project
WHAT THIS ACTION ACCOMPLISHES:
Approval of this item will extend the term of the Subrecipient Agreement with the City of Fort Lauderdale to provide additional time to complete the project and allow the MPO to receive administrative funding from the grant for staff services. No additional funds are required.
SUMMARY EXPLANATION/BACKGROUND:
Mobility Hubs are defined as transit access points with frequent transit service, high development potential, and a critical point for trip generation or transfers within the transit system. Between 2011 and 2013, the MPO partnered with the City of Fort Lauderdale and other project partners to complete the Downtown Mobility Hub and Joint Development Initiative that provided the design concepts for streetscape improvements for the Mobility Hub. The Downtown Fort Lauderdale Mobility Hub is located within a four block area generally bounded by Broward Boulevard, Andrews Avenue, Northwest 4th Street, and the Florida East Coast Railroad tracks. The purpose of the project is to enhance the experience for pedestrians and transit passengers, to improve the walkability and access to transit, to encourage transit-oriented development, and to spur economic development in the Downtown Mobility Hub area.
On February 12, 2015, the Broward MPO approved a Subrecipient Agreement between the MPO and the City of Fort Lauderdale for funding the implementation of the Downtown Fort Lauderdale Mobility Hub Project. The amount of the Subrecipient Agreement was $3,500,000 utilizing funding from a Federal Transit Administration grant. Due to unanticipated delays while researching alternate scope options, a First Amendment to the Subrecipient Agreement extended the term of the Agreement from December 31, 2019 to December 31, 2020.
Due to construction delays, MPO staff is now proposing a Second Amendment to the Subrecipient Agreement (provided in the Attachment) that will further extend the term from December 31, 2020 to April 27, 2021. The Second Amendment maintains the total grant amount of $3,500,000 and amends the amount awarded to the City of Fort Lauderdale to $3,465,000 to account for the allocation of $35,000 to the MPO for costs associated with contract administration, coordination with the subrecipient, and other contract related activities. No additional funding is requested.
Due to the cancellation of the December Broward MPO Board meeting, this agenda item moved to the January 28, 2021 Broward MPO Board agenda. Board action will allow for retroactive approval of the Amendment to December 10, 2020.

MPO Staff recommends approval of the Second Amendment to the Subrecipient Agreement between the Broward MPO and City of Fort Lauderdale for Downtown Fort Lauderdale Mobility Hub Project with an effective date of December 10, 2020 at no additional cost. Questions and comments will be addressed at the meeting.
