REQUESTED ACTION:
MOTION TO RECOMMEND BROWARD MPO APPROVE the Complete Streets and Other Localized Initiatives Program (CSLIP) Cycle 5 Priority List of Projects, Directing MPO Staff to Work with Florida Department of Transportation (FDOT) Staff on the Vetting and Programing of Viable Projects
WHAT THIS ACTION ACCOMPLISHES:
Approval of this action allows MPO staff to submit a list of prioritized CSLIP projects with respective electronic applications to FDOT for further vetting to determine the feasibility of programing eligible projects for available funding into the Transportation Improvement Program (TIP).
SUMMARY EXPLANATION/BACKGROUND:
The Commitment 2040 Long Range Transportation Plan set the stage for a new, more streamlined program for funding local mobility projects. Such mobility projects include, but are not limited to, Complete Streets projects, traffic-calming and intersection improvements, Americans with Disabilities Act upgrades, Mobility Hubs, bus shelters, bike racks and technology advancements such as transit signal priority and traffic control devices. The program, known as the Complete Streets and other Localized Initiatives Program (CSLIP), is also outlined in the new Commitment 2045 Metropolitan Transportation Plan (MTP), which contains the Program’s funding sources, examples of projects, eligible recipients and the funding process. Last year, MPO staff provided regular CSLIP updates on topics such as the application process, project evaluation criteria and policies. After receiving feedback, updated CSLIP policies and ranking criteria were approved by the TAC and CAC on June 24, 2020 and by the MPO Board on July 9, 2020. Through the months of September and October, one-on-one meetings with potential applicants to provide feedback on potential CSLIP projects were held. On August 26, 2020, MPO staff conducted a training session to demonstrate how to complete a Program application and submit it for funding consideration. The CSLIP Cycle 5 applications were due November 18, 2020.
A total of 16 applications were received by 11 member governments. MPO staff reviewed the online applications for completeness and digitized the projects, using a geographic information system for ranking. The Attachment shows the final ranking of projects for approval, applying the Board-approved ranking criteria and funding distribution equity policy in which, if eligible, funding would be awarded to “…one project per applicant/joint applicant. If funding is available for a ‘second round’, then a second project can be awarded to an applicant." The blue line in the spreadsheet separates the “rounds.”
Once the CSLIP Cycle 5 priority list of projects (provided in Attachment 1) is approved by the MPO Board and the completeness review is finalized, MPO staff will submit the list and related applications to FDOT to continue the vetting process in cooperation with MPO staff and the applicants. Through this process, additional information may be required from the applicants, cost estimates will be verified/updated, right-of-way issues will be identified, project elements will be confirmed and eligibility will be determined based on the parameters and funding for the Program. The primary source of funding will be from MPO attributable/SU funds and Transportation Alternatives Program funds. Other funding pots will be explored for those projects which do not fit the parameters of this Program. Please note that the amount of funding assigned to CSLIP will conform to the funding programs spelled out in Commitment 2045 MTP.
MPO staff will make a presentation at the meeting to discuss the fifth CSLIP Cycle and the future of CSLIP. Staff anticipates that the results of the vetting process will be provided later this year and that this will include the award of funding to eligible projects.
